<p>In order to understand the effectiveness of wavefront-guided LASIK, we must first have a quick roundup on the natural imperfections of the eye. The cornea and the crystalline lens are not perfect, and light rays passing through the eye are subject to being distorted due to these imperfections. These distortions are termed as aberrations, which are categorized as lower order and higher order aberrations. </p>
<p>Lower order aberrations constitute a major chunk (90% or more) of these aberrations, and lead to the more prevalent refractive errors, such as farsightedness, nearsightedness and astigmatism. These vision anomalies can be compensated for by corrective eyeglasses and contact lenses, or can be treated through conventional surgical procedures like PRK, LASIK or LASEK. However, the remaining 10% optical aberrations, also known as higher order aberrations, give birth to anomalies that cannot be cured via conventional LASIK. </p>
<p>Such a scenario necessitates the use of wavefront-guided LASIK.</p>
<p>Since higher order aberrations are entirely unique to a particular patient, much like fingerprints, a wavefront analysis system (known as an Aberrometer) is used to measure these aberrations. The Aberrometer is digitally interfaced with a sophisticated, computer controlled laser, which is directed in a precise manner over the cornea. In essence, the laser custom sculpts the cornea  a completely customized reshaping of the corneal surface.</p>
<p>The procedure employed by the wavefront analyzer to measure higher order aberrations would appear quite complex to a layman. </p>
<p>At first, a ray of light is passed through the eye and is reflected off the retina as an outgoing wavefront. This wavefront is compared against a planar wavefront, in order to determine both lower and higher order aberrations. These aberrations are displayed on a monitor screen in the form of precise 3D images. This information is then used for a custom ablation of the cornea, with the aid of an excimer laser eye surgery system interfaced with the Aberrometer.</p>
<p>On the whole, the conventional LASIK procedure would suffice for the treatment of common lower order aberrations, such as myopia, hypermetropia and astigmatism. </p>
<p>However, higher order visual defects normally call for a much advanced surgical procedure like wavefront-guided LASIK.</p>

What is law for the average Joe in the street?  How does law impact on our lives from day to day?  Indeed, is the law a distant concept with which we find it hard to relate?  In this article we will look at some of the fundamental ways law operates in society, in addition to the nature of the law as we know it.</p>
<p>For some people, they feel as though the law is there merely to protect their interests, and that they have no need for daily interaction.  However, they assume that if the day comes where their behaviour is called into question, the law will operate, the course of justice will be run, and the will of the people will be fulfilled.  This is perhaps a nave interpretation of the function of law, and indeed the way it operates in our lives throughout the day.  For instance, at the top level we have the constitution, establishing parameters within which the government can and cannot act to protect the citizens of our nation.  That has an overwhelming effect on the way in which our government and indeed our country is run, which has a knock on effect on everything we do throughout the day and how we do it.  Even at a local level, the law interacts with the services we are provided, the jobs we work and pretty much everything to do with the lives we lead.  A distant concept?  I don&#8217;t think so.</p>
<p>The law does not just operate in criminal spheres, nor is it confined to merely constitutional matters and the distribution of power.  Law is a significantly more sophisticated tool in the orchestration of the day-to-day organisation of society, through regulating not only personal conduct but also the way we act in business situations. <p>The law is not some abstract notion that can and will protect us when we need to rely on it.  The law is an integral part of democratic life, and something which regulates our conduct, and in essence allows us to act according to our own desires within reason.  Some may think the law is too restrictive in certain areas, but it works.  The law serves its function as regulating our behaviour very well, and if it doesn&#8217;t?  We can change it.</p>
<p>The fact is, law has been an important part of society since it began, with implied legal and social orders and boundaries that could not be crossed. This is a complete shock to some, who analyze the situation and state that technically the District of Columbia is not a state and has no right to a representative in the house.  </p>
<p>Along with adding a member of the house for the D.C. area, Utah has been given a fourth seat.  Now the bill is passed along to the Senate to have a final approval but with the District of Columbia not being a true state, many are expecting the bill to be squashed.  Some may not have realized but 200 years ago it was determined that the District of Columbia would be banned from a seat in the House since it was not a state.  </p>
<p>Utah was declined an additional seat in the house after falling shy of the required residents to acquire a fourth seat after the last census.  However, since they are in the process of adding additional seats and Utah is so very close to the requirements it is expected that by the next election they should have the required number of residents to justify the additional seat.  </p>
<p>This is a major milestone in the House of Representatives, which has sat at 435 seats since 1960; it has been over 45 years since additional seats were added to the house.  Opponents of the new bill have all been quick to point out that while it&#8217;s wonderful that the House is looking to grow, the Constitution clearly states that the members of the House are chosen by the people of the states, which since the District of Columbia is not a state, causes a major snafu in the plans of the Democratic majority House.  </p>
<p>The House is slated to keep the 437 seats even after the 2010 census, which is when Utah is slated to be expanding to a 4th district.  While this is the first time this measure has actually passed the House, it is not the first time it has been discussed, nor debated.  Back in 1978, it was mentioned that the District of Columbia should be given a vote in the House of Representatives; however, the amendment was discarded after it was unable to be ratified by a quorum three-fourth majority of the states.  </p>
<p>Once again, the measure was attempted in 1993; however, this attempt was focused around moving the District of Columbia into statehood and transforming the District into a full-fledged state of the United States.  This proposal was also rejected, so this is a major victory that has been attempted several times previously.  Whether it will pass through the Senate, and ultimately receive legal effect, is still left to be determined.</p>
<p>Many have argued that the District should be allowed a seat in the House, since the residents of the District pay taxes and fight in the wars of this country just like residents of any other state.  The debate and battle rages on, and it will be a rather interesting experience to see if the District is able to win their bid to a permanent seat in the House. </p>

<p>Ah, but it&#8217;s not that simple. As many would-be photographers can tell you, its not the gear that defines quality; its the person using the gear.</p>
<p>Oh, you knew that.</p>
<p>Okay, what if I were to offer you, say, $5000 to do a history of my life? Would you know what to do? Can you visualize the end result? Or do you just hope that the button marked &#8220;Ken Burns Effect&#8221; will save your rear-end?</p>
<p>Sound cynical? Guilty as charged. But the proliferation of inexpensive, decent quality video gear has convinced many a consumer they can do their own business videos or wedding videos, and many a prosumer to make the fulltime leap into self-employment.</p>
<p>So here&#8217;s my offer. Read the next five paragraphs or so for my &#8220;video school in 5 minutes or less&#8221;, and you will be one small step closer to telling a compelling story, no matter what that story is.</p>
<p>FIVE MINUTE VIDEO SCHOOL&#8230; starting now!</p>
<p>1) Create an outline of your project. What do you envision it to be? Despite all the hype about interactive and non-linear media, storytelling is linear. The human brain wants a logical flow, and when it doesn&#8217;t get it, it gets distracted&#8230; starts daydreaming&#8230;.. zzzzzz. So, even before you start shooting or editing, plot out your story. Let&#8217;s say that you&#8217;re doing a video for the engagement party of a couple who are getting married, and you want to tell their life stories. Here&#8217;s a typical outline:</p>
<p>Ancestry<br />
Parents wedding<br />
Birth of children<br />
Children growing up<br />
High school or college years<br />
Jobs<br />
Some recreational high points in their single lives<br />
The magic moment&#8211;couple meets<br />
Couple together<br />
Couple gets engaged<br />
Reprise of earlier shots (let&#8217;s audience know its ending)<br />
Finale text, logo, &#8220;Congratulations&#8221; and picture of the happy couple.</p>
<p>2) Acquire the raw material. We haven&#8217;t even TOUCHED a camcorder yet. You can&#8217;t really know how this story will feel and what supplementary shooting you&#8217;ll need until you know what raw material you&#8217;ll be working with.</p>
<p>Think inside the box. If you look at a yearbook and just take a picture of the yearbook, you&#8217;ve missed the story. Your &#8220;stars&#8221; are featured in that world&#8230; get close-ups of pictures from the book, pepper that with ads of Pepsi, Coke, Hostess Cupcakes, the cast of &#8220;Saved by the Bell&#8221;&#8211; whatever they were into at that age.</p>
<p>Important: check for existing audio or video recording of your stars, not just still pictures. 8mm film, old Betamax tapes, whatever. This can add a treasure trove humor and expression. Plus, vintage audio of voices long gone can bring the crowd to tears.</p>
<p>3) New Section? New Music. Your outline pretty much tells you how often to change the music. Whenever the era or subject changes, use a different piece. It helps us understand the era, it lets us know we can move on in the story from what came before, and it tells us how to feel. In other words, vary the music according to the emotion, and consider your audience. It doesnt all have to be hip-hop or electronica. Something warm and fuzzy is often more appropriate.</p>
<p>4) Ditch the special effects. Transition effects were developed for scene changes, and the most powerful one is still the dissolve. Page turns, circle wipes, shatters, and other &#8220;planet of the cheap special effects&#8221; stuff will drive an audience to distraction&#8211; away from your story. You&#8217;re not the star, your subject or client is.</p>
<p>5) Shoot for the editor. There are basic rules of editing, but what they come down to is this: long shot, medium shot, close-up, cutaway. When you&#8217;re shooting footage of the happy couple in the rose garden, we want to see the garden, them, their faces, their hands (and a close-up of the wedding ring, and some signage telling us they&#8217;re in the rose garden. Oh, a close-up or scan of their newspaper wedding announcement is nice, too.</p>
<p>Is it time? Put your pencils down. Follow these rues and pass to the next level of video storytelling!</p>

<p>There aren&#8217;t many federal laws that apply to children&#8217;s custody, with the exception of transporting across different state lines. States do have differing laws that deal with jurisdiction between other states, but not all states have this understanding however. So if one parent lives in one state and the parent and children in another, the state where the children reside will have more influence. Of course you must take into consideration which state the separation and custody papers where filed.</p>
<p>Child custody Laws are designed with interest of the children as the first priority. Child custody laws are designed to prevent custody going to abusers of drugs or alcohol. Laws are also in place that prevents the children from going to an environment where there is clear mental or physical abuse. Most states prefer joint custody between the parents, where both parents can be a functional part of raising the children. The parents would share both physical and legal custody of the children.</p>

<p>Legal custody is the right and responsibility to make important decisions regarding health, education, and well being issues. Often both physical custody and legal custody are with the same parent, unless the parents have joint custody.
